Just like Mufasa's spirit talked to Simba. When do you think the spirits of the great kings of the past show up to the living?
I think a spirit showing up is really rare. It only happens when an extremely powerful feeling consumes a person or if the spirit of the king has really negative feelings and it haunts the lands as a ghost, just like Simba felt when he saw his father on his reflection or when Scar's ghost appeared due to his jealousy and hatred from Kingdom Hearts 2. (lol, not official but still nice to think about.)
